Based on Merger Agreement Borough of Wilkinsburg Purchases Pumper for the City of Pittsburgh to Use

In April of 2011, a unique agreement (for the Pittsburgh area) took affect where the Borough of Wilkinsburg (PA) began contracting with the City of Pittsburgh for fire protection services. The two communities share a border and in recent years Wilkinsburg has suffered the effects of the "down-turning" economy.

The "landmark" service sharing agreement between the two local governments actaully increases the number of fire fighters responding to fires in Wilkinsburg while at the same time saving taxpayers money.

Prior to the agreement, the Wilkinsburg FD had operated two fire stations with very limited staffing. In the new agreement, one station now is staffed 24 hours a day by Pittsburgh Bureau of Fire (PBF) personnel and the second station houses an ambulance staffed by Eastern Area Pre-Hospital Services.

In the past, response to fire incidents in the Borough was limited to just Wilkinsburg units until help was needed. With the new agreement, additional resources from the PBF are "on the way" immediately upon dispatch of the incident.

The shared service agreement is not just limited to emergency services either: the PBF also provides many non-emergency services to the Borough including - fire prevention activities, smoke detector installation, public fire education, CERT, and fire code enforcement.

While Public Safety Solutions Inc. was not involved in this "merger' of services, our firm does this type of work and the Wilkinsburg/Pittsburgh agreement provides an excellent example of the benefits of such an approach to shared, governmental services.

Below is an interesting article that we found - it does a nice job of describing how the merger of services transpired.

The Borough of Wilkinsburg (PA) recently used Federal grant funding to purchase this new pumper for use by the City of Pittsburgh's Bureau of Fire. The pumper is owned by the Borough but staffed and used by PBF personnel as part of a shared services agreement between the two municipalities.
